How to add a title(i.e. Measures) to fields in rows? For example
CAR-----MODEL----- MEASURES
----------------------------------------
ROMEO 2004 4 DOOR SEATS
ROMEO 2004 4 DOOR SALES
ROMEO 2004 4 DOOR DEALER_COST

//////////////////////////////////
TABLE FILE CAR
PRINT
SEATS OVER
SALES OVER
DEALER_COST
BY
CAR
BY
MODEL
ACROSS
COUNTRY

This will only work fo HTML reports:

TABLE FILE CAR
PRINT
SEATS OVER
SALES OVER
DEALER_COST
BY
CAR
BY
MODEL AS 'MODEL </TD><TD>MEASURES'
ACROSS
COUNTRY
END

You're tricking WebFOCUS into ending one HTML table cell and starting another one (the /TD and TD).

If the report is for PDF, then I'm not sure what to do, there's probably a trick there as well.

You can try using a subhead too

DEFINE FILE CAR
-* Temporary field to add subhead
TMP/I1 = 1;
END
TABLE FILE CAR
PRINT
SEATS OVER
SALES OVER
DEALER_COST
BY TMP NOPRINT
BY CAR AS ''
BY MODEL AS ''
ACROSS COUNTRY
ON TMP SUBHEAD
"CAR<+0>MODEL<+0>MEASURE"
ON TABLE SET STYLE *
TYPE=SUBHEAD, HEADALIGN=BODY,$
-* Styling for PDF
TYPE=SUBHEAD, ITEM=1, POSITION=P1,$
TYPE=SUBHEAD, ITEM=2, POSITION=P2,$
TYPE=SUBHEAD, ITEM=3, POSITION=P3,$
ENDSTYLE
END
