[SOLVED]sharing a report library report -- getting 403 -- is approach possible?

Hello. We've been trying a setup for a certain report we only want distributed to a couple users, but have not had success.

I currently schedule a report to distribute to the report library, shared to 2 users. They receive email notifications with the url to the report library report when it has completed running. This URL results in a 403 error.

Currently, I have "shared" the report library folder and reports with both users. They also are able to see the report library items and icons in the main webfocus browser, but not able to view them (same 403 error when they try to view).

Is this approach possible? Is it possible to share report library reports without publishing them by sharing directly with specified users?

Please disregard. It has something to do with which usergroup the users are in as well as sharing with the user.
