Is it possible to create drilldown reprot and caster it in the report libraray without having to run drilled report from MRE. When I caster the parent report, child report doesnt get included in the report caster and when user clicks on the link, user gets redirected to MRE authentication screen.

Probably not the best idea, but you could publish the 2nd report to the Public folder. The link would work but the 2nd report would be exposed to everyone. I don't recommend this for sensitive data.
