I have a wrapped column in PDF and it splits when there is a page break. When it is split, part of the data is on the next page and the bottom border of the title section is suppressed and I cannot find a way to fix this
No it will not since its the data that is splitting and not a by field. I tried putting nosplit in the lowest level by field on the subhead and the subfoot but that did not work
Just a stab in the dark, but try using SET PRINTPLUS=ON. Seems to do a little better job of appropriately calculating page lengths. Don't know if it would make any difference in you case, but definitely worth a try.

I think you need to open a tech support case with Information Builders about this one. I don't think my articles will help with this one. I would have suggested both NOSPLIT and PRINTPLUS.
One other thing (as per general forum guidelines):
PLEASE UPDATE YOUR SIGNATURE to indicate the WebFOCUS versions you're currently using in development, testing and/or production environment. Since the signature line is an easy place to glance at when reading and replying to other posts, this should help to increase the rate at which solutions are provided. Of course, feel free to keep your existing signatures or add any other relevant information. The following is an example to model:
