I have been trying to use the active pdf output format. It was purchased by our company and I entered the license code. When I use ON TABLE HOLD FORMAT AHTML, it creates a nice report but ON TABLE HOLD FORMAT APDF gives me a screen with a box with a ? in it. I believe the Active reports license key only activates Active reports for HTML. For PDF you need Flex capabilities. I believe you need to install seperate component from Adobe. I'd look into enabling FLEX.
I thought that you did not have to have any additional install from flex with the release of webfocus that you have. Only for graphs it will show a watermark if you don't have extra flex stuff installed. The rest should work as far as I know in your release. If I were you, I'd open a case with IBI Techsupport.

Description: Saves report output as an Adobe Flex report (Adobe Flash file) embedded in a PDF file. The resulting PDF Active Report can be used for offline analysis and interactive functions without any connection to a server.
In order to run a report created using the APDF format, Adobe Reader 9 or higher is required so the Flash runtime code included in the Acrobat client can render the Flash content.
Use: For offline analysis of data.
Supported with the command: HOLD, PCHOLD, SAVE.
Available in: FOCUS, WebFOCUS, Developer Studio, InfoAssist.
