How about DEFINEing a URL (field) and using that in a FOOTING instead? That'll do the trick.

Thank you for your reply Doug.

I used footing link before it "Please Click Here" text will outside the canvas. Code is something like this:-
 ON GRAPH SET STYLE *
TYPE=FOOTING, LINE=1, ITEM=1, OBJECT=TEXT, TARGET='_blank', URL=http://www.informationbuilders.com, ALT='Lets go to Information Builders', SIZE=10, STYLE=NORMAL, $
ENDSTYLE

which appears to be something like this

But what I am trying to achieve is something like this

You can't identify anything from API components(that I know of), need to use WebFOCUS:

-* File 1_bar_line_graph.fex
APP PREPENDPATH IBISAMP
-RUN
-*ON GRAPH SET HTMLENCODE ON
-*ON GRAPH SET UNITS PIXELS
-*ON GRAPH SET HTMLENCODE ON
-*ON GRAPH SET UNITS PIXELS
-*INTERNAL_PROPERTIES$fieldDisplayMode=label;OBJECTID=GLOBAL
-*INTERNAL_PROPERTIES$enablePreview=true;OBJECTID=GLOBAL
-*INTERNAL_PROPERTIES$prefixDisplayMode=;OBJECTID=GLOBAL
-*INTERNAL_PROPERTIES$GlobalRecordLimit=500;OBJECTID=GLOBAL
-*INTERNAL_PROPERTIES$SampleData=false;OBJECTID=GLOBAL
SET SHOWBLANKS = ON
GRAPH FILE CAR
SUM CAR.BODY.DEALER_COST
CAR.BODY.RETAIL_COST
BY CAR.ORIGIN.COUNTRY
FOOTING
"                                                                                       <+0>Please Click Here"
ON GRAPH PCHOLD FORMAT PNG
ON GRAPH SET GRAPHDEFAULT OFF

Thank you for your response Tom, I tried your suggestion; but unfortunate I am still having the issue of Footer showing up below the canvas which is something like this :-

What I have noticed is that
FOOTING
appears below my background color which is
 setFillColor(getChartBackground(),new Color(198,198,198));
