Following the order shown on the attached picture, I need help on tracking when the LAST value of PRCNT_FULL goes below 15 and set the remaining of values to 1. This until it finds a new CMPST_SEQ_N.

Do you mean "LAST" as in the LAST value within a sort break? Or as in PREVIOUS value?

Without being in a position to test this, try something along the lines of the following. It may need a lot of additional work but might give you something to begin with -
NEW_ADDED_FIELD/I1 IF FR_TNK_I NE LAST FR_TNK_I THEN 0 -* Always set a new set to 0 ???
              ELSE IF FR_TNK_I EQ LAST FR_TNK_I AND LAST NEW_ADDED_FIELD EQ 1 THEN 1
              ELSE IF FR_TNK_I EQ LAST FR_TNK_I AND LAST PRCNT_FULL GT 15 THEN 0
              ELSE 0;
