On the surface, this appears to be a pathing problem. Where did you put the master when you created it from the web console? Is that directory in the global path? If not, have you put an APP PREPENDPATH dirname in your program? Is the description that cannot be found the one you created via the web console or a hold file in your program that might not have been created because of a syntax or run time error?

Food for thought.

Ginny is probably right.

As a test you can find out if your master is in the path with the following code.
TABLE FILE SYSTABLE
PRINT *
WHERE NAME EQ 'TABLE_NAME'
END

You are getting output through the webconsole ?, but not Dev Studio.

Where is your fex ? what App directory is it in and what is your path set to ?

You can find out what that is by putting the APP SHOWPATH in your code
