Graphing results combining two data sets

I have two metadata files, containing two separate sets of data (one being employee turnover based on several different criteria and the other being count of employees based on the same criteria). I am looking for the easiest way to combine this data to get a percentage based graph. The problem I am having is that it needs to be dynamic based on user inputs defining the criteria. Please advise.

The join itself I would understand, I am just confused how to create the join dynamically. I am creating a report that allows users to view percentages of employees terminated. They are able to select a grouping method (department, department type, manager, etc.). They also have the ability to select specifics for each of these grouping methods.

Fex1 can pass the variables used in their selections to Fex2.
