[WORKAROUND] HFREEZE Causing intial scrolldown

Whenever there is a html page with a report procedure that uses HFREEZE, when the html page loads, the page will scrolls down a little bit on the initial load. Is there a way to stop it from doing that?

Here is a snippet from the style code: 
   TYPE=REPORT, LINES-PER-PAGE=UNLIMITED,
     ARGRAPHENGINE=FUSION,
     HFREEZE=ON,
     SCROLLHEIGHT=3.50000, $

That usually has to do with the browser window size. If the window is smaller, it scrolls down to the top of the hfreeze. You can make the hfreeze smaller or compact the output page or expand the browser window. Another solution would be to automatically set the browser window to open to a certain size, but that wouldn't work on all devices.
