I have tried all the option which you have mention in your response but it is not working.
1-it has not worked before. 2-I have reboot my system after installation 3-I have not access the server which have created with installation. It is also showing 403 error. 4-I am able to open WF server console.
Like Ricardo said, it sounds like your issue is with the web server. I believe Express utilizes a Tomcat server which is set up during Express installation. I would recommend making sure it is up and running. To do this on a Windows machine, go to Services (you can access this by typing in 'services' to the Start menu search bar) then locate Apache Tomcat for WebFOCUS. If it is started, restart it. If it is not, start it.
Let me know if this fixes your problem or if you need further assistance.
