Are Dashboards available to users from the internet or do the users have to be on the network to use them?

The intent is no, it usually set up on a server that is internal, but all
that depends on your company's security intentions. If you put your dashboard on your company's intranet portal, then its open to the universe, subject to your login security.
You're in Nashville, so you should come to Summit next year. its in your hometown.
