Of course. I have a table that I sorted from highest to lowest rowstamp.
For example:

1234564

I need to retrieve the record with the second highest rowstamp.

This depends on what you mean by retrieve.

What you want to do this the record.

This will get the second record, if it exists.
TABLE FILE CAR
PRINT COMPUTE
      CNTR/I9 = LAST CNTR + 1 ;      
BY HIGHEST COUNTRY
WHERE TOTAL CNTR EQ 2
END
