Is there a way to pass a parameter to "datasource" focexec that loads a combobox?

If the parameter that you want to pass is the content of a combo box (single) then the answer is yes. Use the ability to chain combo boxes in order and then the FEX used to populate each combo in the chain will have access to the variable name.

For example, if you have two chained combos and the name attributes are var1 and var2 respectively. Then the fex to populate the second combo can reference var1 -

TABLE FILE filename
PRINT FST.fieldname
BY fieldname
WHERE &var1 EQ 'value'
ON TABLE PCHOLD FORMAT XML
END
-RUN

If you want to get down and dirty with JavaScript then you can also do that but you would have to mimic what IB do with their JavaScript. Easy enough to do but time consuming to build.
