I want total number of students in each program. I've tried this different ways and get different results.

This can be one way of counting distinct values. Here distinct number of cars in a country are counted. DEFINE FILE CAR CNTR/D3 WITH MODEL=IF CAR EQ LAST CAR THEN 0 ELSE 1; END TABLE FILE CAR PRINT

You can then re-sort your hold file any way you like.
(I've taken out the quote marks around your field names because to me they look like literals.)
To check what is in the HOLD file I always do this:

WHERE RECORDLIMIT EQ 1
END
Of course you can set RECORDLIMIT to any number that allows you to see what is going on, without being drowned in data.
