I want total number of students in each program. I've tried this different ways and get different results.

BY 'PROGRAM'

This can be one way of counting distinct values.
Here distinct number of cars in a country are counted.
DEFINE FILE CAR
CNTR/D3 WITH MODEL=IF CAR EQ LAST CAR THEN 0 ELSE 1;
END
TABLE FILE CAR
PRINT

CAR
MODEL
COUNTRY
CNTR AS 'CAR COUNT'
BY COUNTRY NOPRINT
BY MODEL NOPRINT
BY CAR NOPRINT

You can then re-sort your hold file any way you like.

(I've taken out the quote marks around your field names because to me they look like literals.)

To check what is in the HOLD file I always do this:

TABLE FILE HOLD
PRINT *
WHERE RECORDLIMIT EQ 1
END


Of course you can set RECORDLIMIT to any number that allows you to see what is going on, without being drowned in data.

The original code posted seems designed to List students, rather than Count them.

The most direct method to count distinct studentIDs within (whatever) is to use the structure
...
