I guess I added some confusion on this (I added and correction top my initial post) and, barked up the wrong tree based on "Either from Server or Domains, right click the folder..." thinking that was from ibi_apps which is where I really need it as my users, in this case, don't have App Studio and I need to let them do it. Sorry, my mistake.
